Résumé
This thesis examines how artificial intelligence reconfigures the concept of sovereignty in the digital age. As digital infrastructures, data flows, and algorithmic systems expand across borders, sovereignty is no longer limited to territorial authority alone.
The study analyzes how AI redistributes power between states and technological corporations, creates new forms of digital dependence, and intensifies geopolitical rivalries, particularly between the United States and China. It also explores national and international responses and strategies aimed at asserting digital sovereignty, including AI governance frameworks, cybersecurity measures, sovereign AI initiatives, and data localization policies.
Thus, in the era of artificial intelligence, digital sovereignty requires reconceptualization, as it is increasingly reconfigured into infrastructural, computational, and hybrid forms of authority.
