| dc.description.abstract | في عالم شديد التعقيد والتشابك والتوجّس والتنافس على مصادر القوّة، ومع تعدّد عدد وحداته السياسية، يتشكل ويتبلور مفهوم ودور السياسة الخارجية المتعدّد الأبعاد والشديد التعقيد؛ حيث يعتبر الصراع الظاهرة الأبرز في مسرح العلاقات الدولية لأجل افتكاك مكانة بين القوى المشكّلة لهيكل النظام الدولي وهنا تظهر المفارقة بين القوى العظمى والكبرى وبين باقي الوحدات، حيث يشكّل عامل صناعة وتنفيذ القوة بمختلف أبعادها وأشكالها السلوك المهيمن على سلوك هذه القوى، وعلى هذا النحو ندرس ونحلّل ونفسّر ونحاول التنبؤ بمستقبل هذه السلوكيات والأدوار التي تسعى تلك الفواعل الدولية لتحقيقها إمّا للحفاظ على الوضع الراهن واستمراريته خدمة للأهداف المرغوبة، أو السعي لتعظيمها، دون أن ننسى عنصر المفاجئة الذي قد يغيّر من إدراك صانع القرار.. ففي هذا الخضمّ تشكّل دولة الصين الشعبية إحدى أبرز القوى الدولية الصاعدة في وقتنا الراهن والتي ما فتأت تتعاظم قوتها المركبة من مزيج الاقتصاد والثقافة والسياسة والفلسفة والقيم والمورد البشري والعسكري، لتكون قطبا عالميا كقوّة كبرى انطلاقا من دبلوماسيتها الناعمة والسلمية، المعتمدة أساسا على قدراتها الاقتصادية وثقافتها الاستراتيجية، هذا ما سيشكل صميم مداخلتنا البحثية، وانطلاقا من هذه الفكرة حريّ بنا أن نطرح المشكلة البحثية التالية: كيف يمكننا تحليل وتفسير السلوك الخارجي الصيني تجاه المنطقة المغاربية؟ وماهي أبرز الأدوار الفعلية التي تلعبها الصين في هذه المنطقة؟ In a world of great complication, entanglement, apprehension and competence for sources of power. In addition to its different numbers of political units; It composes clearly the various dimensions and extreme complication of the foreign policy concept and role; that conflict is considered the most prominent phenomenon in international relations for having a footing among the powers that build the structure of the international regime. Here a difference appears between the greatest and biggest powers and the rest of the political units. The factor of industry and force implementation with its different targets and forms construct the most dominant attitude on these forces’ attitude. As such, we study, analyze, explain and predict the future of these attitudes and roles which those international doers seek to realize for either preserving the current situation and its consistency so as to serve the desired goals or striving to greaten them, without forgetting the element of surprise that may change the conscience of the decision maker. In this midst, the People’s Republic of China is one of the most famous and important rising international forces nowadays and which its power consisted of a mix of economics, culture, politics, philosophy, values, and human and military resources still grows. Thus, it has become an international pole for a grand power on the basis of its soft and peaceful diplomacy that depend on its economics as well as strategic culture, and that is the main aim of our research intervention, and out of that idea it behooves us to raise this following research issue : How can we analyze and explain the Chinese foreign attitude towards the Arab Maghreb? And what are the most prominent active roles that China plays in this region? | |
