| dc.description.abstract | تعتبر سياسات التوافق من أهم الطرق التي تسلكها الدول الخائضة في عملية التحوّل الديمقراطي، بحيث تساهم في التقليل من حدّة الاستقطاب السياسي ولكن قد يكون ذلك لفترة محدودة، وعلى حساب تقويض عمل المؤسسات الديمقراطية وفعاليتها. وفي هذا الصدد اعتُبرت تونس نموذجا يحتذى به لسعيها إلى تحقيق التوافق بين القوى العلمانية والإسلامية. ومع ذلك، أثارت التجربة التونسية أيضا التحفّظ تجاه هذا الإجماع، بحيث أنّ السعي الموسع للتوافق كان له جانب سلبي، مما أدى إلى تقييد انتقالها الديمقراطي. وهذا ما سنتطرّق إليه عند دراسة التوافق السياسي وتقاسم السلطة التي لجأت إليه النخبة السياسية في تونس خلال فترة الدراسة، والذي خفّف مؤقّتا من التوتّرات السياسية وسمح باستئناف العمل البرلماني، ولكن وعلى الرّغم من توسيع الائتلاف يمكن ملاحظة عودة الاستقطاب وتعطيل العمل التشريعي، وهذا ما يدفعنا إلى التساؤل حول ما إذا كان تقاسم السلطة وسيلة فعالة للديمقراطيات الانتقالية المعرضة للخطر للحدّ من التوترات السياسية وتحسين أداء الحكومة. Consensus policies are among the most crucial approaches used by countries undergoing democratic transition. These policies contribute to the reduction of political polarization, although potentially for a brief period, and at the expense of undermining the efficacy and efficiency of democratic institutions. In this regard, Tunisia has been regarded as a model to be emulated for its efforts to secure consensus between secular and Islamist forces. However, the extensive pursuit of consensus in the country has had a dark side, led to some issues such as backsliding of its democratic transition. This is what we shall consider when examining the power-sharing formed by the political elite in Tunisia, which temporarily reduced political tensions. But a return to polarization and legislative disruption can be observed. This prompts us to question whether power-sharing is an effective means for endangered transitional democracies to reduce political tensions and improve government performance. | |
