dc.description.abstractبات من الضروري على الدولة الجزائرية ان تتكيف مع التطورات الجديدة بإعطاء الفواعل تحت قومية (الفواعل الاقتصادية،الفواعل المجتمعية) هامش حرية اكبر لمساندتها في اجندنها الدبلوماسية، وهذا ما سيدفع بالدولة الجزائرية لاستعمال آليات التمثيل الدبلوماسي الجديدة والتي ترتكز على التكنولوجيات الجديدة من جهة وكذلك تفعيل الادوات ااقتصادية التي تزخر بها في سبيل تحقيق اهدافها. في ظل بيئة اقليمية منكشفة امنيا، وفي ظل انفتاح الاقتصاديات العالمية على بعضها البعض، وكذلك زيادة كثافة العلاقات الاتصالية بين الشعوب عبر الحدود الرسمية والحدود الوهمية جراء التطور التكنولوجي الرهيب الذي مس وسائل التواصل العالمية.
