| dc.description.abstract | يتم تداول مصطلح الهجرة غير الشرعية مؤخرا في العديد من المنابر الرسمية وغير الرسمية، الأكاديمية والإعلامية، ومن قبل الخبراء والمختصين وعامة الناس، غير أن الملفت للانتباه هو كثرة المصطلحات المستخدمة للدلالة على الظاهرة، والتي غالبا ما يتم استخدامها كمترادفات رغم اختلافها. ومن ضمن هذه المصطلحات: الهجرة السرية والهجرة غير القانونية والهجرة غير النظامية ولذلك تسعى هذه الورقة إلى التمييز بين جملة من المصطلحات المستعملة بطريقة عشوائية، من خلال العودة إلى تعاريف الهيئات الدولية المختصة من جهة، ومقارنتها مع واقع الهجرة غير الشرعية في الجزائر وتلك التسميات التي جاءت في النصوص القانونية للتعبير عن ذلك الواقع من جهة ثانية. وهكذا يصبح مصطلح الهجرة غير الشرعية مصطلحا مظليا يغطي زخما من المفاهيم الأخرى التي هي جزء منه، أو تلك التي تعبر عن حالات كان الناس يعتقدون أنها مختلفة تمام الاختلاف Nowadays, the concept of illegal migration is widespread in several areas, as used by official and non official, academics and journalists, as well as by experts and laymen. However, the striking point is that of using lot of concepts such as clandestine, irregular, undocumented migration synonymously. As a result this paper tries to make things clearer depending on some international specialized agencies’ definitions, and the realities of the illegal migration in Algeria with its various aspects. Thus, the ultimate goal is to take the concept of illegal migration for an umbrella term including other concepts either as its constituents, or those closely linked to it. | |
