dc.description.abstractتبحث هذه الدراسة في مدى إمكانية تفسير نمط تفاعلات الدولة والمجتمع في البلاد العربية بالاعتماد على منظار علاقة الدولة والمجتمع لجويل ميغدال. حيث تم تفسير الإطار التحليلي التي قدمه ميغدال، ومن ثمة إسقاطه في محاولة لتفسير نمط العلاقة التي تربط الدولة والمجتمع في المنطقة العربية. وقد خلصت الدراسة إلى نتيجة مفادها أن المقاربة النظرية التي يقدمها جويل ميغدال وعلى الرغم من أهميتها البالغة تبقى غير نهائية في أنماطها، فهي تحتاج إلى عملية التبيئة وفقاً لطبيعة التفاعلات التاريخية للدولة والمجتمع للحالة محل البحث. فعلى النقيض من التجربة الأوروبية التي استطاعت فيها القوى المجتمعية التوصّل إلى صيغ توافقية مع النخب الحاكمة، تسمح بتحقيق مستويات متقدمة من التمكين المتبادل بالشكل الذي يسمح بتمثيل أفراد المجتمع وخدمة مصالحهم، فإن نشأة معظم الدول العربية كان ترجمة لصراعات القوى الدّولية، وتنافسها على تقسيم مناطق النّفوذ. ولذلك فإن أهم عوامل تعثر المجتمع المدني العربي تعود لهشاشة الدول وضعفها الهيكلي الذي يجعلها تسعى إلى تضييق الخناق على مؤسّسات المجتمع المدني، والهيمنة عليه وتوجيه نشاطاته. ~~~ This study examines the possibility to use Joel Migdal's state-society theoretical framework to explain the interaction between state-society in the Arab region. The analytical framework presented by Migdal was interpreted and then projected to explain the pattern of the relationship between the state and society in the Arab world. The study concluded that the theoretical approach presented by Joel Migdal, despite its great importance, remains indefinite in its patterns, as it needs conceptualization and supervision according to the nature of the case study in question. In contrast to the European experience in which societal forces were able to reach consensus formulas with the ruling elites, achieving advanced levels of mutual empowerment, the creation of most Arab countries was due to international powers’ conflicts. Therefore, the weakness of Arab civil society is caused by the structural weakness of the state, which tightens the screws on civil society institutions, and dominates them and directs their activities.
