    تنمية المناطق الحدودية الجزائرية من مدخل الأمن المجتمعي – تين زواتين أنموذجا-

    تهدف هذه الدراسة إلى تسليط الضوء على واقع التنمية في المناطق الحدودية لجنوب الجزائر تحديدا منطقة تين زواتين، ومحاولة إيجاد إمكانية لمعالجة المشاكل المتعلقة بضعف التهيئة العمرانية والهشاشة الامنية بالاعتماد على مدخل الأمن المجتمعي، وهذا لتعزيز الاستقرار وتلبية الحاجيات الاساسية لساكانة المنطقة، اذ يعتبر مبدأ تكريس التنمية وتحقيق الأمن كأحد أهم المبادئ التي تسعى الحكومات الجزائرية لتحقيقها. توصلت الدراسة إن معالجة إشكالية العلاقة بين متطلبات التنمية المحلية كركيزة أساسية ضمن مقاربة التنمية المستدامة وبين الأمن المجتمعي كدعامة للأمن الانساني من منظوره الشامل وذلك بإسقاطها على منطقة تين زواتين كأهم حزام أمني يفصل دولة الجزائر عن دولة مالي التي تشهد انفلات أمني عجزت الحكومة المالية على إحتوائه، وهذا ما يضاعف حجم الرهانات التنموية والتي على الجزائر تحملها، ومنه يجب تحديد استراتيجية لتنمية تلك المنطقة تشمل خصوصيتها الجغرافية والثقافية مع تسخير الوسائل المناسبة للاستغلال الأمثل لمناجم الذهب بالإضافة إلى تنسيق التنمية والتعاون في مجال التخطيط المكاني بين دول الجوار This study aims This study aims to shed light on the reality of development in the border regions of southern Algeria, specifically the Tin Zouatin region, and to try to find a possibility to address problems related to poor urban development and security fragility by relying on the community security approach, as it is considered the principle of devoting development Achieving security is one of the most important principles that Algerian The study found that addressing the problem of the relationship between local development requirements as a basic pillar within the sustainable development approach and societal security as a pillar of human security from its comprehensive perspective, by projecting it onto the Tin Zouatin region as the most important security belt separating the state of Algeria from the state of Mali, Therefore, a strategy must be determined for the development of this region that includes its geographical and cultural specificity.
