علي لراري2025-01-302025-01-302022-06-06https://dspace.enssp.dz/handle/123456789/416يتناول هذا المقال مسألة " روس الشتات"، ويبحث في السياسات التي اتخذتها السلطات الروسية تجاه المواطنين الروس القاطنين في دول الجوار الجغرافي أو ما يسميه الساسة الروس بالغريب المجاور، وفي النقاشات الفكرية والسياسية المحتدمة حول المفهوم الجديد للهوية الروسية ومكانة روس الشتات في إثرائها. ويركّز على التمايز الواضح بين الرؤية التي تبنتها السلطات الروسية في ف تة الرئيس الروسي بوريس يلتسين والمعارضة المحافظة ممثلة في الحزب الشيوعي والتيارات القومية اليمينية، حيث بدت الحكومة الروسية متجاهلة لحقوق ومطالب روس الشتات، وتبنّت سياسة متحفظة وحذرة تجاه أقلياتها القومية، في حيت تبنّت المعارضة خطابا أكثر راديكالية يطالب بضرورة التدخل لحماية أبناء البلد المقيمين في دول الجوار السوفييتي سابقا، ثم يتناول التغيرات الجوهرية التي طرأت على هذا الملف مع وصول فلاديمير بوتين للحكم ، وانتهاجه لسياسة تدخلية واضحة ، تجلّت في النزاع الأ وكراني و ضمّه لشيه جزيرة القرم ودعمه للانفصاليين الروس في إقليم الدونباس This article deals with the issue of the "Russian Diaspora", and examines the policies taken by the Russian authorities towards Russian citizens living in neighboring countries or what Russian politicians call the neighboring stranger, and the heated intellectual and political debates about the new concept of Russian identity and the place of the Russian diaspora in enriching it. It focuses on the clear distinction between the vision adopted by the Russian authorities during the period of Russian President Boris Yeltsin and the conservative opposition represented by the Communist Party and right-wing nationalist currents.
